The Directors’ Meeting was called to order at 9:00 a.m.  by President John Fike.

Westminster Lister Babs Lynde made a motion to approve the minutes of the January 8, 2014 VALA Directors meeting.  The motion was seconded and passed.

Treasurer Pauline Moore distributed an updated Treasurer’s report.   A commercial account was opened and earned $150 in interest.

To date:  Month ending bank balance                              $10,239.12

Reserved for Scholarships                                    $1,050.00

General Fund Available Balance                           $9,189.12

A motion was made by Membership Chair Penny Allyn to approve the Treasurer’s Report.  The motion was seconded and passed.

VALA Vice President Todd LeBlanc stated there would be more VALA news to report at a later date.

Education Committee Member John Vickery reported  that there will be a class on Fundamentals of Ratio Studies in August to be held in Bellows Falls.  This is a 2 1/2 day class taught by Bob Estey with an exam to follow.  For those needed overnight accommodations there is an agreement with the Harvest Barn Inn for $100 per night.  The cost for the course is $270 for VALA members and $300 for non- members.  Cost is based on 25 students.  Students will need to bring calculators, pencils, etc. and the Property Appraisal and Assessment Administrator (the Red Book).  This class is required for the level 4 certification.

Vice President Todd LeBlanc and Education Committee Member John Vickery discussed TOEC’s workshops coming in April.  There will be a full days line up of workshops for Listers, Treasurers, Town Clerks, etc.  Locations for TOEC this year will be in Fairlee, Killington and Burlington.

VALA President John Fike announced that he and PVR Operations Chief Michelle Wilson, will be working on a three-year calendar for educational classes/courses that will include ones offered by VALA, PV&R, NEMRC and IAAO.  Basic Lister classes will be held every year.

Other issues that discussed included the following:

Who is the appropriate body to award certification?

A bill should be passed to make other classes eligible for the education money from the State of Vermont.

More practical classes are needed, especially for new Listers.

Creating a VALA sponsored certification program.

PV&R’s certification program—VALA not included in certification process.

Manchester Lister Joyce Scribner made a motion to have VALA begin process for basic classes for  new Listers.   The motion was seconded and passed.  Education Committee Member John Vickery suggested a display at the TOEC’s and perhaps a survey sent to the membership for ideas.

One suggestion made was for VALA Board of Director Members to go to different counties/towns to teach new Listers.

A second suggestion was to provide PV&R with input on what should be included in education certification.  VALA needs to take the lead in the education process.

Nominating Committee:  Secretary Carol Hammond is not running again for the position of Secretary and therefore a new secretary needs to be nominated.

Annual Meeting Committee:  Suggestions are being sought for locations for the VALA’s Annual Meeting

Tax Exempt Properties:  State did not send out a survey letter to tax exempt properties for information….but will leave this up to the Listers to send.

Vice President Todd LeBlanc asked if perhaps there should be a VALA meeting in February since the Legislature goes back in session in January and things happen quickly.
